WOMEN AND CHILD DEVELOPMENT DEPARTMENT
The Department of Women & Child Development, Haryana is running various types of schemes/services. The detail of these schemes is as follows.

  Integrated Child Development Services Scheme (ICDS).

Q:- Which type of services are provided by Women & Child Development, Haryana under ICDS?

Ans:- The detail of services provided by Women & Child Development under ICDS are as follows.

1. Supplementary Nutrition:

a) Pregnant & Nursing Mothers @ Rs.2.50 per mother per day.
b) Children six months to six years of age @ Rs.1.43 per child per day. Severely mal- nourished Children @ Rs.2.86 per day.

2. Immunization:

a) Children -BCG,DPT, Polio, Measles.
b) Pregnant Women-Tetanus Toxiode.

3. Non-formal Pre-school Education:

a) Children upto 6 years of age.
b) Pregnant & Nursing Mothers.

4. Referral Services:

Children and Mothers (Need based)

5. Health and Nutrition Education:

All Women 15-45 years preferably pregnant and nursing mothers.

Ans:- All Services are delivered at Anganwadi Centres.

Ans:- Guidelines for providing SNP are attached. For Immunization, prescribed schedule by Health Department is followed.

Q:- What is the eligibility criteria for availing the benefits of the scheme?

Ans:- A. Pregnant Women and Nursing Mothers:- Pregnant women and Nursing mothers are eligible for Supplementary Nutrition. In the case of pregnant women, Supplementary Nutrition is admissible now from the day the pregnancy is discovered upto the date of delivery. The nursing mother is eligible for Supplementary Nutrition for the last six months of location. However, all pregnant women and nursing mothers are not eligible for this facility. the women belonging to the following categories are eligible for this services:

- Those belonging to families to landless agricultural labourer and marginal farmers (those holding land not exceeding one hectare).

- Those belonging to Schedule castes and scheduled tribes.

- Those belonging to families which are targeted under the IRDP.

- Those belonging to families having a totally monthly income not exceeding Rs.500/- per month.

- The pregnant women or nursing mother, who is enlisted by the ANM or the medical officers on medical ground.

B. Children in the Age Group of 0-6 Years:-

- Children whose weight falls below the second curve on the weight growth chart.

- In case such weight fall below the third curve on the growth charts the child is identified as severely mal-nourished and is eligible for double ration for Supplementary Nutrition.

- Children whose weight fall below the fourth curve on the growth charts are to be advised immediate hospitalization for nutritional therapy and rehabilitation Supplementary Nutrition.

- Even those children whose weight falls above the fourth curve may have to be hospitalized if so advised by the medical authorities. After discharge from hospital such children also are to be counted on Supplementary Nutrition.

- All Children attending the anganwadi for non-formal pre-school education (generally in the age group 3-6 years should be given supplementary nutrition.

- Children belonging to families identifies, as IRD target families under the IRDP should be enlisted for Supplementary Nutrition. Special efforts should be made to provide themnutritional services:

- At the time of distribution of Supplementary Nutrition at the anganwadi, there may be some children who are not identified for supplementary nutrition on account of their nutritional status or non-participation in the non-formal pre-school education. It is difficult to deny them feeding when they are physically present and hence they should also be provided with Supplementary Nutrition effort should, however, be made to adequate the community about supplementary nutrition for these children only as are identified as per criteria indicated above.

Kishori Shakti Yojna

Q:- Which type of Services provided under Kishori Shakti Yojna?

Ans:- a) Supplementary Nutrition @ 2.50 per girl per day.
b) To train and equip the adolescent girls to improve/upgrade home based and vocational skills and creating awareness on different subjects like health,hygiene, nutrition, female foeticide, family welfare, home management and child care etc.

Ans:- No application is required.

Q:- What is the eligibility criteria?

Ans:- Scheme has two approaches (Sub-Schemes) for adolescent girls who are unmarried and school drop-outs.

i) Girl to Girls approach (Sub-Scheme No.1) for 11-15 years of age group belonging to families whose income level is below Rs.6400/- per annum. Three girls are selected and attached to the local Anganwadi Centres for 6 monthly stint for learning and training activities.
ii) Balika Mandal (sub-scheme No.2) only in 10% of total Anganwadi Centres, is intended to reach all adolescent girls in age groups 11-18 years irrespective of income level of the family.

Balika Samridhi Yojna

Q:- What is the eligibility criteria?

Ans:- Eligibility:-Under recast Balika Samridhi Yojna, redesigned in November,1999, the following benefits are given to the girl child born in below poverty line families and the benefit is restricted up to two girl children in a household irrespective of the total number of children:-

a) Post birth grant @ Rs.500/-

b) Annual scholarship for successfully completed year of schooling.

Class I-III IV V VI-VII VIII IX-X
Rs.300/- for each class Rs.500/- Rs.600/- Rs.700/- for each class Rs.800/- Rs.1000/- for each class.

The amounts for both components are to be deposited in maximum interest bearing joint accounts like National Saving Certificates or Public Provident Funds in the name of the girl child and the designated officer. However, a portion of the post birth grant of Rs.500 or the amount of annual scholarship can be applied towards paying the premium on the insurance policy in the name of the girl child under the Bhagayashree Balika Kalyan Bima Yojna. The amounts of annual scholarship may be permitted to be utilized towards purchase of text books or uniform for the girl child. The remaining amounts shall be deposited in the account. Benefits of the amounts of annual scholarships will be withdrawn when the girl gets married before attaining the age of 18 years and in the eventuality of the death of the girl child before 18 years of age, the accumulate amount in her account would be withdrawn.

Ans:- No time has been specified in the guidelines for the recast Balika Samridhi Yojna Scheme. However, the applicant may approach to the authorities concerned if the time taken in providing benefit of Rs.500/- exceeds 90 days from the date of application.

Apni Beti Apna Dhan Scheme

Procedure for availing the benefit of scheme.

Ans:- Eligibility: 1. Girl child borne in below poverty line families.

2. Girl child borne in SC&BC families provided that her parents are not class-I or class-II Govt. Officers/Board or Income Tax Payees & should enclose a certified copy of the SC/BC Certificate issued by the competent authority as notified by Haryana Govt.

3. Girls child is either the first, second or third child of the family. Family having more than 3 children will not be eligible.

4. If the IIIrd and IVth child are twins the benefit should also be available to the forth child.

5. She has not availed assistance under the post delivery financial assistance scheme of the welfare of Scheduled Caste and Backward Classes Department.

6. The parents are domicile of Haryana State.

Q:- Checklist of the documents to be furnished?

Ans:- Check List: 1. Application on prescribed form, separately for rural and urban areas.

2. Receipt of filled in application form by Anganwadi Worker/ANM/Gram Sevika duly verified by Supervisor in rural areas and MPHW (Female)/Health Supervisor (Female) in urban area.

3. Birth verification Report of the girl child by Anganwadi Worker/ANM/Gram Sevika duly verified by Supervisor in rural areas & MPHW (Female)/Health Supervisor (Female) in Urban areas.

4. Information regarding the number of children in the family will be provided by Anganwadi Worker/ANM/Gram Sevika duly verified by Supervisor (Female) in urban areas.

5. Proof of BPL family.

Conditions:-

i) The benefit sanctioned under the scheme shall be withdrawn by the competent authority if at any stage, it is found that it was sanctioned a mistaken ground or false information.

ii) In case of deliberate wrong information, the applicant shall be liable for prosecution.

Swayamsidha Scheme

Project Implementing Agency (PIA) i.e. Child Development Project Officer will be implementing this scheme by forming SHGs of women for their empowerment through awareness generation, convergence of services and starting income generating activities.

Ans:- Eligibility:- In 13 blocks namely Rewari (U), Rewari (R), Bawal, Jatusana, Khol, Ateli, Hansi-I, Adampur, Ambala (R), Barara, Barwala, Pinjor & Sadhaura, all the women above 18 years of age who are willing to form SHG are eligible as members.

Grant in Aid Scheme

Procedure for availing the benefit of scheme

Q:- What is the eligibility criteria?

Ans:- Eligibility:-The following types of voluntary welfare organizations in the Haryana State which render welfare services to women, children and the youth are eligible for grant-in-aid. Grant-in-aid will not be given to organizations which are not entirely or primarily devoted to Social Welfare activities:-

(i) The Institutions eligible for grants-in-aid should be non-sectarian offering services to its beneficiaries irrespective of castes, colour creed subject to the provision in the constitution of India with regard to scheduled castes, scheduled tribes, backward and other classes;

(ii) The organisations should be registered under the Registration of Societies Act, XXI of 1860, or other appropriate Act.

(iii) Have a regularly constituted Managing and Active Body or Trust.

(iv) Organization should be generally an institution of establishing standing of not less than three years, such condition may be waived off by Government at their discretion particularly in respect of rural areas where is need for social welfare services is urgent.

(v) Organization should have tangible assets, trained personnel and equipments.

(vi) Organization should have capacity to carry out the proposes scheme for development and/or have capacity for raising matching contribution, maintaining present level of activities and meeting expenditure thereon.

(vii) Organisation should have need for a particular service in their area ensuring the avoidance of duplication within a reasonable distance.

Conditions attaching to the grant:-

(a) unless it is otherwise ordered by Government every grant made for specific objects is subject to the following implied conditions:-

(i)
The grant sanctioned will be utilised on the object within one year from the date of sanction.

(ii) That any portion of the amount sanctioned which is not ultimately required for expenditure will be surrender to Government.

(b) The institution receiving the grant-in-aid will make its services available to all communities irrespective of caste, colour or creed.

(c) exercise at most economy in all its expenditure, purchase of material, equipment and salaries of its employees;

(d) Submit a statement of accounts by a Chartered/Registered Accountant covering the expenditure against the normal activities of the institution (for the last year), amended,-vide No.5075-SW-4-70, dated 18th November, 1970, or get the accounts audited by a Government Auditor or a Senior Auditor of the Finance Department, Treasury and Accounts Branch on payment of the usual fee. In case of grant-in-aid not exceeding Rs.1000/- the accounts may be audited by a qualified Auditor instead of a Registered Accountant. In the case of small institutions which cannot afford to obtain the services of Registered Accountant or other recognised body of Auditors, the sanctioning authority may exercise its discretion of exempting any such institution from the submission of accounts audited in this fashion;

(e) maintain separate accounts for the grant received from Government in order to facilitate inspection of such accounts by the representative of the State Government.

(f) furnish to the State Government a Certificate from a Registered Accountant/Qualified Auditor to the effect that the grant has beenutilised for the purpose for which it was released and that the conditions attached to grant-in-aid have been fulfilled.

(g) Submit a quarterly report to the Government in regard to progress of the work undertaken by the organisation.

(h) in case of capital nature sanctioned for special 'purposes the grantee shall produce accounts together with all relevant papers for inspection by the India Audit Department as and when required to do so.

1. Filled in Application form duly attested by Oath by the Commissioner.
2. Inspection Report of Child Development Project Officer/Programme Officer concerned with comments/recommendations.
3. Attested copy of Registration Certificate of the Institution, copies of progress report for the last three years, original audit reports for last three years attested by the Chartered Accountant and attested copy of utilization certificate of grant received in previous year.
4. Attested copies of Income & Expenditure details, balance sheets and assets of the organization for the last three years.
5. Attested copy of the constitution of the Institution.
6. List of the staff members of the Institution.
7. Attested copy of the Executive Members of the Institution certified by the Registrar, Firm & Societies.
8. Copy of the Memorandum/by laws of the Institution.
9. Copy of the project prepared by the Institution.
10. Copy of the budget of proposed project.
11. All documents should be signed by the President/Secretary or other authorized office bearer of the Institution.
12. Justification of the project.
13. Copy of the resolution passed by the Institution authorizing any office bearer of the institution for making the application for grant in aid and performing all other actions in this regard.

Terms & Conditions of Training Programme for the Organisations to whom grant is given Instructions to be followed while receiving cases of grant-in-aid from NGO's

Working Women Hostel Scheme

Procedure for availing the benefit of scheme.

Ans:- Free of cost.

Q:- What is the eligibility criteria?

Ans:- Eligibility:- A voluntary organization should be registered under the Indian Societies Registration Act, 1860 or corresponding State Acts. Public Trust should be registered under any law for the time being in force. Women Development Corporations, Universities, Schools/Colleges of Social Work shall also be eligible for financial assistance under the scheme. In addition, such bodies like local bodies or Cooperative Institutions may also be eligible for seeking assistance under the scheme. Such body should have the following characteristics:-
- It should be recognized and its work should be reported to be satisfactory by the State Government/Union Territory Administration concerned;
- It should have a properly constituted Managing Body with its powers, duties and responsibilities clearly defined and laid down in a written constitution;
- It should ordinarily have been engaged in the field of women's welfare/social welfare/women's education for a minimum period of two years prior to the request for grant-in-aid under the scheme;
- Its financial position should be sound and it should have facilities, resources, personnel and experience to initiate the construction of hostel;
- It should not be run for profit to any individual or a body of individuals and it should be prepared to run the hostel and the day-are centre/pre-school for children on a no profit basis;
- It should be in possession of land for construction of building.

Financial Pattern of Assistance

a)
50% of the cost of land by Govt. of India
b) 75% of the cost of construction of the building by Govt. of India or
c) Purchase of ready constructed building as assessed by State PWD or CPWD. Assistance will be restricted to 50% of the cost of the land and 75% of the cost of the building.
d) No grant will be admissible for furniture or other fixture.
e) 15% of the cost of construction of the building by the State Govt.
f) Remaining costs to be borne by the concerned institution/organization.

Q:- Checklist to be furnished with application form?

Ans:- Checklist:-
1. Recommendations of the State Government in Part II of application from accompanied with Inspection Report.
2. Memorandum and Articles of Association of the Organization.
3. Constitution of the board of Management giving names of Members of the Executive committee with details of their experience.
4. Audited receipt and payments statement, Income and expenditure statement, balance sheet and annual report for the last two years.
5. Proof of ownership of land including Sale deed/Allotment letter.
6. Blue-prints of the site plan accompanied with a postcard size photograph.
7. Blue-prints of architectural plans with the statement indicating the following:-
a) Floor-wise plinth area.
b) Size and area of each room and the proposed occupancy.
c) Size and area of each of the common facilities proposed.
8. Detailed structural estimates duly verified by State PWD authorities about the reasonableness of rates.
9. Permission of local authority for construction of the hostel building.
10. In case the hostel is to be located in a village, then its distance from main town and how is it connected with main city and justification for the location of hostel in village.

Q:- When will and in how many days, the user should receive response from the department and conditions if any?

Ans:- Women & Child Development Department, Haryana recommends the proposals to Govt. of India. No specific time is fixed to sanction the project by Govt. of India.

Q:- What are the terms and conditions for construction/expansion of Hostel Building for Working Women Day-Care-Centre?

Ans:- 1. The grant to the extent of 90% of the total assistance approved, shall be paid in four instalments depending upon the progress in the construction of the said project and upon the sum spent by the voluntary organisation. The second and subsequent instalments of the grant shall be released subject to availability of funds only when the organisation has spent the previous instalment along with its own share of cost and the request for release of these instalments is accompanied by a certificate from a Chartered Accountant indicating the total expenditure incurred on the construction of the building up to date. A quarterly progress report on construction and expenditure will also be sent to this Ministry regularly. The remaining 10% of the grant will be released on production of completion documents mentioned in para 5 below.

2. That the additional amount involved in the completion of the project shall be found by the voluntary organisation from its own resources; and the Government of India will not be liable to pay any additional amount under any circumstances.

3. That the project shall be constructed strictly in accordance with the plans and estimates approved by the State Public works Departments and that no change shall be made in the plan without the prior approval of the Ministry of Human Resource Department, Department of Women & Child Development, Govt. of India.

4. That the project shall be completed as soon as possible and in any case not later than 24 months from the date of receipt of the first instalment of grant in aid unless special extension is granted by the Govt. of India.

5. That after completion of the Project the Voluntary organisation shall furnish to the Central Government copies of the following documents-
(a) A certificate from the State PWD to the effect that the project has been completed in accordance with the approved plans and estimates;
(b) A statement of expenditure incurred on the project duly audited by the authorized auditors of the voluntary organisations. 10% of the grant will be released on receipt of these documents.

6. That the organization shall ensure that the hostel/Day-Care-Centre is thrown open to inspection by the officer of the State PWD or the Central Public Works Department or any other officer designated for the purpose by the Central Government or State Government or both during the period of construction as well as after the construction is completed. It will be given duty of the organizations to carry out any instructions that may be given by the designated officers of the Central Government, State Government or Union Territory Administration with regards to the construction of Working Women's Hostel or relating to the running and maintenance of the Hostel.

7. That they unutilized portion of the grant shall be refunded to the Central Government forthwith.

8. That the organisation shall maintain separate accounts in respect of this project and shall submit that the same duty audited by its authorised auditors alongwith utilisation certificate.

9. That the accounts shall always be open to check by an officer of the Central or a State Government deputed for purpose and shall also be open to test check by the Comptroller and Auditor General of India at his discretion.

10. That the organization shall maintain an audited record of all assets acquired wholly or substantially out of Government grant such assets shall not be disposed of encumbered or utilized for purpose other than those for which the grant has been given, without prior sanction of the Government of India.

11. That the organisation shall execute a bond in the approved form for an amount equal to Government grant, securing to the Government of India a prior lien on the building for the recovery of the amount paid as grant if the building ceases to be used as a hostel for working women.

12. That the hostel accommodation constructed under the scheme shall be open to admission to all working women with an income not exceeding Rs.2000/- (consolidated) per month without any distinction of religion, caste, race, place of birth, language or any of them. The working women belonging to Scheduled Castes and Scheduled Tribes and the Handicapped women (see definition in annexure) shall be given preference in the matter of allotment of accommodation in the hostel. 15% and 7 1/2% seats in the hostel shall be reserved for the scheduled castes and Scheduled Tribes respectively.

13. That an inmate would be allowed to stay in a Hostel normally for a period of three years. The voluntary organization may, however, given extension upto a total period of five years review of the case every year after three years. No extension beyond five years shall be granted to an inmate.

14. The organization/institution will charge from the inmates of the working women's hostel reasonably rent/Licence fee not exceeding 15% of their total emoluments in the case of single bedrooms, 10% in case of the double bedrooms and 7 1/2% in the case of the dormitories, Fees charged from the children in the Day-Care-Centre should not be more than 5% of the emoluments of their parent, or the actual expenditure, whichever is less.

15(a) That the organisation shall set up the Hostel Committee for the Management of the Hostel in which a representative of the State Government/Union Territory Administration and a representative of the inmates of the Hostel will be included.

15(b) The hostel committee so constituted will lay down the rules and regulations for the admission of residents to the hostel and for the hostel administration laying down the form of application, procedure, rent/licence fee and charges etc.

15(c) The meeting of the Hostel Management Committee will be convened as frequently as possible atleast once in three months.

16. That the organization, on completion of the Working Women's Hostel would submit a Quarterly Progress Report about the functioning of the Working Women's Hostel to the State Government/Union Territory Administrations.

17. The organization shall ensure that the rates of construction to be adopted or not in excess of the schedule of rates of the PWD of the State concerned. In the event of any excess the organisation shall be required to refund the difference proportionately to the Government.

18. The organisation shall mention on the name board of the hostel and the Day-Care-Centre that it has been constructed with the assistance from the "Government of India, Department of Women & Child Development."

19. The organisation shall also display on the Notice Board and application form the following conditions:
(i) The hostel provides accommodation to working women whose income does not exceed Rs.2000/- (consolidated) per month.

The Blind

The blind are those who suffer from either of the following conditions:-

(a) Total absence of sight.

(b) Visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses.

(c) Limitation of the field or vision subtending an angle of 20 degrees of worse.

The Deaf

The deaf are those in whom the sense of hearing is non-functional for ordinary purposes of life. They do not hear understand sounds at all even with amplified speech. The ceases included in this category will be those having hearing loss more than 90 decibels in the better ear (profound impairment) or total loss of hearing in both ears.

ORTHOPEADICALLY HANDICAPPED

The orthopaedically handicapped are those who have a physical defect or deformity which causes an interference with the normal functioning of the bones and joints.

Guidelines regarding Women Hostel Scheme

1. Please ensure that you have land available and it is suitably located for a working Women's Hostel.

2. Please remember that the hostel is meant for working women whose income in a Class A City does not exceed Rs.16000/- (consolidated) per month or Rs.15000/- consolidated (gross) per month in any other city/town/places as their needs are for privacy, comfort, economy, safety and friendly company.

3. Please keep in view the potential residents of your hostel and try to provide essential needs and comforts for them.

4. Discuss the needs with your architect and then see the land sketch of the building before getting the plans made. Do not leave it to your architect only.

5. Please exercise maximum economy in the layout and building specifications.

6. You may try to provide.
(a) Common bath-rooms and toilets on each floor instead of attaching them to each room. It saves cost,
(b) lockable cupboards for each inmate in a room with storage space over/below it, and
(c) small kitchen on each floor with can give facility to women to cook and save money and avoid use of rooms for cooking leading to maintenance problems. You may also attach a Day-Care-Centre for children to your hostel for 25-30 pre-school children. It should have a maximum floor space of 20 sq. ft. per child. There loan be 2-3 rooms of 150 sq. ft. each and a kitchen a wash room and a lavatory each of 50 sq. ft. in a city and one room of about 150 sq. ft. with a small wash room in a rural areas.

7. A common lounge/recreation room, dining room, kitchen and store are essential.

8. The size of a single room can be about 10'x10'. The room and toilets should be so laid out that they are well ventilated and well lighted.

9. Accommodation for the warden should be provided in the hostel building itself to facilitate supervision and guidance.

10. Please keep adequate funds for furniture and furnishings in the hostel as this is not an item eligible for assistance under the Scheme.

11. Please remember that the hostel and the Day-Care-Centre have to be run on no profit basis.

12. Encourage group activities for the residents and provide for guidance to them when needed.

13. Have arrangements for a doctor to be available for consultation for the residents.

14. Ex-servicemen may be considered for gainful re-employment on watch and ward duties.

15. Competitive rates may be obtained before construction work is entrusted to any individual or body. A building committee including representative of the State PWD and Social/Women Welfare Department/Directorate should be made for implementing the project.

16. Care should be formal rules and regulations for the admission of residents to the hostel and children to the day-care-centre and for the hostel administration laying down the form of application, procedure, rent/licensee fee and charges etc.

17. There will be a Hostel Management Committee for looking after the management of the Hostel in which a representative of the State/Govt./Union Territory Administration and a representative of the inmates of the hostel shall be included. The meeting of the Hostel Management Committee will be convened as frequently as possible at least once in three months.

18. Reasonable amounts should be kept from the hostel receipts to ensure regular maintenance of the building maintenance, repairs, etc. in the building should be regularly taken up to ensure that the building remains in good conditions.

Haryana State Commission for Women

Haryana State Commission for Women has been set up to protect the constitutional and legal rights of women to improve their status. The commission will monitor the implementation of laws and welfare measures, investigate complaints demand prosecution in offences committed against women, inspect Police Station sub jails, observations homes, conduct public interest litigation etc. This Commission holds State/Distt./Block level meetings to hear the grievances/complaints of atrocities against women in the state.
